Yes. You must be level 80 and start the Path of Fire story. You will unlock the Raptor in the first mission. You then have to unlock the other mounts (Springer, Skimmer and Jackal) in the surrounding maps. Roller Beetle, Skyscale and Griffon are different as they need collections to unlock.
living world is just what some of the expansions are called. you buy them with gems on the gem store. season 1 is free, and season 2 doesn't have exclusive maps. you get there the same way you do any other map. the easiest way is to start the story for them in the story journal. if you're averse to doing the story, you can use a teleport to friend.1 and 2 are redundant. If players can mount in combat they'd just keep spamming the more powerful dismount attack and re-mounting instead of settling for a less powerful attack that can be used without dismounting you. 3. would have to use skills other than F1-3 since those are already used by most professions.
